MELT
the butter in a medium saucepan over medium heat.

ADD
the flour whisking constantly and cook for about 1 minute. Add the milk, a little at a time. Once about half of the milk has been added, add the remaining milk, and whisk until the mixture is smooth.

BRING
to a simmer, lower the heat to medium-low and cook, stirring for 2 to 3 minutes more or until the sauce thickens.

the cheese and stir until it has melted. Stir in the salsa and cayenne pepper, if desired. Serve immediately.
